The file size of maps has drastically increased while processor and gpu speeds have increased at a slower rate. As far as I can tell, this is still the case in Halo 5. When you matchmake into a game, your hard drive actually starts loading up the original map before it actually shows up in the lobby. Halo 3 had a conscious decision to veto a bad map and get ARs on (hopefully) a better map or keep it because of BRs. In Halo 5, this isn't as big of a deal as there isn't Slayer and BR Slayer in one Slayer playlist.
